Sounds like a server-side to me.

Actually, Raz, reloading did nothing. What did I have to do? Clear my cache and log out, log back it.

Though I do not know MySQL, I know for a fact that "'max_user_connections' active connections" is definitely coming from the user, and that would require a cache clear to fix, not the browser.

Actually, I think with that, it would be possible to achieve a DDoS if one bypassed that. Eh.

-Happens every time I attempt an upload, regardless of filesize or time
-I don't really upload unless I can't access an imagehost
- Most of the times I can't access due to school filters, or I'm on a device that can't copy and paste URLs(ex:Kindle)

I think buff's point is that attachments are unneccessary when you can just use imgur or photobucket or imageshack or tinypic or more

You can copy & paste on kindles btw.

If I can access those sites at all. And half the time Imgur hates me now, because of the new interface. Photobucket's blocked, Tinypic never worked...and as for Imageshack, I have to crack open the source and dig out the image URL illegally without registering.

And I use a Touch, not a Fire, so it's a bit more complicated.
