Posts don't count in Off-Topic?

Okay. So I know,posts don't increase when you post in Off-Topic/Forum Games,but at the front page,there is one section called Off-Topic,and in it are the Gaming,real Off-Topic and Serious Discussion Forum.

So when people say "Off-Topic posts don't count", do they mean that posting in Gaming and Serious Discussion won't increase your postcount,or just in Off-Topic and Forum Game?

I thought that if you had a particular amount of warnings or bans,you most likely wouldn't be allowed in. :o_O:

1) It's mostly up to moderator's judgement - if you have a bad name, you obviously won't be allowed in

No I'm not and anyway,what's the point of a subforum with no rules? A gift for some users or something like that?
