It has to be awarded to you by another member, then approved by the mods.

That, and it can't be for a stupid reason either. It has to have a very valid reason to be awarded...or it least that is how I see it....

Be like the ones who got cookies. Also try to use capitals at a start of a sentence and use less smileys.

I really agree with this.

How you might get cookies is doing things for others that they really appreciate. That's one way to get cookies and make that person think you're awesome.

I actually monitor the cookie nominations.

I don't allow them if it's spammed with smilies or it's for someone they don't even know just giving out a cookie randomly to the first person they see. (happens more than you think)
Other than that, I let the cookie through 99% of the time. (not all of the time because sometimes there will be other reasons not to give one)

Actually, how do you give a cookie to someone? I think it used to be available on someone's profile but now it isn't...

It's not the same I know, but if somebody wants to award a cookie atm a not-so-bad idea would be to PM a global mod and they could award the user on your behalf and then state who it's from. This would probably only be good as a temporary method, though.
