Nominating Cookies

So I've had this idea for a while- as I don't think it's possible for regular users to nominate cookies anymore, my idea was that if you wanted to award a cookie, you could PM a global mod and they could award the medal to that person on your behalf, y'know, so for example if I want to award a cookie to Runouw, it would appear in his profile like so:

~MP3 Amplifier~: "I think you're awesome Runouw."

I'll just say a few things now, relating to when I used to manage the cookie noms:
1. It has to have a decent reason, you can't just put "hey" or a smilie face. It's not hard, just give a reason as to why that person deserves it, or I won't award them. I'll accept cookies like "how does he not have one already" because they are basically saying "You're awesome, the cookie is self-explanatory" and that's a decent reason.
2. Please don't give loads of cookies out all at once, I'll say 3 at the most in one go. If you have like 10 people you want to award cookies to, then spread them out over the course of a few days.
3. Kind of relating to the first post, I don't often send through cookies that are addressed to just any random person. Specifically pick someone you think is truly worthy of one, don't just browse the forums and choose the first name you find. You used to get lots of newbies hand out random cookies to any random mod, if they think the mod is truly worthy then that's fine, but don't just do it out of randomness.

Okay, so if you want to award a cookie to someone, then PM me with the reason. Your reason is what I'll use in the message so make sure you don't miss out anything you wanna say.

This topic is open for any questions etc, or if you really want it to, this can work like the name changing topic where you PM me or another global mod first, and if no-one does it or gets back to you then post the reason here. It'd kind of spoil the surprise though.

Also, if it becomes apparent that nominations will be made possible again at some stage, then I will lock this topic. But in the meantime this is what we'll use.

[!] UPDATED INFORMATION [!]

Just to let you know, when nominating cookies, make sure the description is under 256 characters. If you've noticed my descriptions when awarding them, I've had to reduce the size with a [...] to show that I've had to take a segment of text out.

If you have a cookie with a [...] in it and you want to see what the entire description says, just PM me and I'll copy and paste.

How did nominations work before? Did users award the medal and it just went straight to the person, or did it go through a filter/checking system first (like users nominating people for cookies and just having that request sent to the MCP or whatever for an approval or rejection)? If you haven't tried the latter already it could work. I don't think you would be overloaded with requests if you limit it to 3 per user per 24 hours. The mods just click a simple yes or no, maybe if no you attach a canned message as for why it was rejected and how to improve it.

I don't think I've ever nominated someone for a cookie before though, so I don't really know what I'm talking about.

It was the latter.

Do the same terms also apply to bacons? Or are they only awardable for very special merits? (e.g. Konradix winning the Halloween 2013 mini-AC)

Well bacons can only be awarded by staff members, and yes, they are usually for really special rewards.

I think so as URs count as staff. But I mean, it can't be awarded the same way a cookie can. It would have to be something really significant, like winning an official contest on here that there isn't a medal for, or doing something really helpful to the site.
