Yes, re registering wastes space, but the staff can delete the profile. Problem is, they can't tell.

What do you mean they can't tell? Unless a profile is only used from a completely separate router and modem, Moderators can find the IP address of the users and figure out if they are reregs or not.

Well, when that user gets permabanned, they'd presumably investigate who rereg'd on their computer and figure out it was a sibling. Then they'd email Suyo or another mod and explain what happened.

The user whom did nothing wrong would go to their sibling, ask them if they created an account without their knowledge, and if yes, they would mail us about it. Hopefully though the message wouldn't consist of:

"He was my brother. Unban please."

Because frankly, that's not good enough. We need a full explanation, if you know what I mean. It isn't that hard to compose of one anyway.

There's a certain amount of trust involved YoshiKid, but you also need to have a believable excuse. A sibling's a very believable excuse, whereas being hacked by Mircrosoft or whatever Reaper had isn't so believable.
