In fact (for Type 1) it actually expresses that you really need to think if you want a complete name change which leaves you unrecognizable compared to your previous name. That's why a duration of a year is justified IMO. If you come soon later and ♥♥♥♥♥ "ooh I didn't want this", it's your responsibility and you must wait a year (sounds harsh I know, but honestly, every Type 1 name change is something for everyone else to get used to). A Type 2 name change is less "grave" in the sense that the person is still easily recognizable, hence the duration can be smaller, but it should still be half a year to stay with the new name and it should still be considered if you really want it.
