The upside makes this launcher very poplar with newbies, while they don't realize how much of an impact the downside has to their performance. When you use that method though and somehow manage to do some nice follow-up shots with the LL though, another problem appears. There's three rocket speeds in TF2: Liberty Launcher, Direct Hit, and the rest. If you use the Direct Hit, your whole way of playing Soldier changes, since, as mentioned before, you can't use the splash method very well. Because of that gameplay change it's very easy to switch back and forth between DH and stock speed launchers, where the latter ones use the splash method instead of the direct method. Now, if you use the LL though, there is no such gameplay change. If you use this launcher for a longer time, your splash method and your (twitch) aim will be linked to the LL speed. If you want to switch to any other rocket launcher using the splash method now, like stock, you can't hit anything because your rockets are slower. Unless you keep using stock from then on, and deal with the frustration that comes with that, you can't get used to the slower speed. And since nobody wants to do that, they are basically locked to the Liberty Launcher, since it's the only Launcher with that projectile speed.
There's a similar problem with the Black Box, where the regeneration per hit makes you able to live a little longer without a medic - but by far not as long as when you stick with him, which you obviously won't when you have that launcher. Both of these rocket launchers promote bad gameplay, but because of the obvious and huge upsides, newbies still take these and this start getting used to these ways of playing.
