From what I can gather, it seems like it's not so much your connection to the internet, but more so your connection to the Steam servers, especially since they've been rather busy. I'm not too sure about it, but keep on trying and see if you still get the error.

The problem is, this has been a continual issue for the past three weeks, and even Amazon's game installer is having these problems, as well as iTunes. And yet it's not my network, because it works?

Try starting there. Steam forums usually has a lot of helpful advice as well.
