i found one called irfanveiw i used it a school its pretty good and yes you can edit indivisuial pixles

Yes. I use Paintshop Pro to do things like that. I'm sure there are others though.

EDIT: Sorry for all the hassle. I figured out how to use Paint for what I need. Just in case someone needs help:
To edit individual pixels, go into Paint>View>Zoom>Custom>800% then choose brush
Different size brushes edit different amounts of pixels.
Can Suyo or some other moderator please lock this topic? I don't want it deleted 'cause someone else may want to know these things.
