A little bit of Googling and I can confirm that some people
do call it an anime, despite it having been made in China, so I dunno if they're calling it that incorrectly because of the art style of seasons 3 and 4 or if you can actually call an animated show made outside of Japan an anime.
However, it is definitely
not a "3D anime"; the first two seasons are live action, and the Japanese word anime (アニメ) means "animation"; live action is
definitely not animation. "3D anime" would have to be done in CGI. The second two seasons, however, are animated, and therefore could be classified as anime; however, they are not 3D.
On a side note, according to the Wikipedia article, Blazing Teens (unlike most Chinese TV shows) was translated into several languages, including Latin. Why was Blazing Teens translated into Latin?
