10/10 would absolutely recommend.
For real though your specs should be able to run the game just fine. 4GB RAM should be sufficient for almost anything you would conceivably do on a laptop- most people would prefer to use their gaming rigs for modded Skyrim, or any complex rendering stuff that might need more. Regarding RAM use, high doesn't always mean bad. Many programs will attempt to take as much as they can get, for instance. It's far faster and easier for a program to "hold on" to some extra RAM in case you do something that needs to utilize it than it would be for Program A to notice there's not quite enough resources to run at max efficiency, run over to Program B, and ask if it can borrow some instead. I can't speak for the Last Legacy application as I haven't tried it myself, but it may just be attempting to gather as much unused RAM as possible... why not? It's not being used by anything else at the moment, and then if something happens that requires more, it's immediately available for use by the program. (In fact, the ideal situation is one where almost all RAM is being being used. Your operating system and applications will take what they need, and any leftover would be split in case one program suddenly needs more.)
I'm not 100% sure if this is entirely correct, my forays into Minecraft modding projects dealt with RAM allocation and similar topics a lot but it wasn't exactly my main focus. Feel free to yell at me if there's any errors.
