First, MAKE A BACKUP OF ALL YOUR IMPORTANT FILES!
Get an Anti Virus program like Avast!. Let it do a search. Move the virus if found to the chest. The end.
If you can't install stuff/can't connect to the internet, go to a different computer, download it there, USB stick, in your comp.
If there's no virus found, Windows most likely f***ed up and reinstall is the only solution.

I used Ad-Aware when I got a trojan. It was really helpful. Also, Malware bytes is a decent program. Try those.
