While I agree that any such law would be unconstitutional, keep in mind that the chances of such a law being enforced are almost null.
There is a reason private internet security companies, such as Kaspersky or ESET, achieve unexpectedly high profits when the government also outlaws many internet threats such as viruses or Trojans. You don't see private companies enforcing laws in other domains - mercenaries acting as police, for example.
It is simply impossible for traditional laws to have any noticed effect on the internet. The difficulty of catching and prosecuting those convicted of internet crimes is astronomical, and the legal system was not designed with anything resembling the internet in mind.
Online copyright infringement is already against the law, yet piracy obviously runs rampant -which is why they tried to pass SOPA/PIPA in the first place. These suggestions are little then government sycophantism for lobbyist corporations, they would have no realized effect.
