What? I think it is, that's just ignoring the problem, not helping it in any way, it's just letting in evolve in time. Like I previously mentioned, there was a girl who took nude pics of herself and they reached the whole school. You cannot just create inappropiate material and expect other people to not even peek at it, furthermore feed dirty pleasures with it. It's your responsabilty about the material you create and any consquences you may cause.
Indecency, decency and...ugh over-protection(?) are different stuff and we should always try to stay on the neutral level and don't jump from an extreme to another. I'm not saying that we should all wear burqas to stop people have dirty taughts about our apparance, but be carefull of what you are leaving 'off-guarded'. For instance, I've seen recently girls wearing crop-tops (they looked more of a bra to me, but I'm no clothing expert) and some really really short pants, if could not even be considered boxers. Now I hope she aknoweledges that a lot of people may start imaginating a lot of indecent stuff about her. The point is it's not "victim's" fault, whoever may be the victim, it's the fault of the person who didn't think enough about the attention it could drag. I'm pretty sure a lot of rape victims were in provoking outfits or not necesarry rape victims, but "victims" of the dirty mind's of others. For instance I have a girl at my school who dresses and really provoking (and indecent, especially for school IMO) clothes and of course she drags attention and she complains about it, well no ♥♥♥♥ if you dress like that.
It's not our responsibility to change to avoid the sick ♥♥♥♥ of the world.
