Not necessarily. You could say that banning the sale of poison would stop homicide attempts, yet there still exists means, such as homemade ricin. Likewise, banning knives won't stop someone from making shanks.
I personally wouldn't mind drones being permitted for civilian use, as computers eventually were in the 70s and 80s. Drones are as equally dangerous as a PC was in the 80s and 90s, just look at the blackhats and viruses.
If anything, pass better precautions, maybe, or require a license to own one, if it's professionally made and not ordered as a toy product. But don't ban it, that won't stop someone from crafting one.
