Item Foreground/Background question

Is there any way to determine whether items are in the front or in the back?

To show what I mean:

Notice the two cave stalks; the brighter one on the left will be in front of Mario, while the dimmer one on the right will be behind. This applies to most other doodads as well.

While this is very easy to tell underwater, the same general situation applies in other situations as well (with trees, for example). Is there any way to determine whether it would be in the foreground or background (perhaps with part of the code or something)? It would be useful to be able to manipulate such a trait at will.
Will do sporadic level reviews on request - PM if interested. I will only do one level at a time. I tend to be rather critical.

Usually its when the item if before or after another item in the code. But that's not always the case, sometimes it will just do it randomly which you can't stop unless you put another item down. Sometimes even, the item goes in front of a tile which its not supposed to do.

Yeh. It would be best if you detailed it first. And then put the water in. It gives a nice underwater effect ^^

I find that usually whichever item you place first will be behind the second item, but occasionally that won't happen.
