my idea is that you can put endless backgrounds layers and that you can walk on a another layer like in super mario world 2 where in the first level red koopas on walking like this

How about tiny and huge versions for each enemy and tile. Like a Tiny-Huge-esque level.

There's something I think could be added that would really change stuff.

Lives.

Make it so Mario has an amount of lives (like in the game), and instead of sending you back to the designer, it makes you lose one life. And from there comes another thing...

Checkpoints.

Allow for us to set areas (certain squares), which will "record" Mario's progress when he goes by them, and letting him respawn in the last one he went through when he loses a life.

Like in the game.

Edit: This might be too much but it would be awesome if they added it.

The ability to create our own hub world. Like the castle, with portraits leading to levels we designed.

It would be even more awesome to be able to have shine sprites in the levels which count toward a total in our hub world.

This would be almost as making our own SM63. I don't think that will happen, but if it did it would be awesome.

You NEED to make it possible to use WASD in the designer. Here is a basic keyboard layout (you may need to open these in a new tab or something to see them):

I could easily have my left hand on WASD and my right hand on the mouse, moving around and clicking when I need to. Then, when I needed to test the level, I could easily move my left hand down to Shift Z X and C, and my right hand to the arrow keys.
Like this (with "1" being in the designer, and "2" playing/testing: Image

But right now you have to be all the way on the right side, with left on arrow keys and right on mouse, moving all the way over to Shift/Z/X/C and right hand to the arrow keys, like this (same thing with the numbers): Image

So we need WASD to work in the LD. (suyo and the rest, don't kill me for using windows (and google). and being terrible at writing on a computer.)

I wish there is a custom music and custom background feature, but the bad thing about it is people will upload songs instead of soundtracks, and some noobs will even upload porn backgrounds. Plus, uploading really takes up big space so consider to add this if you're going to.

And here's something I always wanted, Buzzy Beetles, Spinies and tons of official Mario enemies

Bosses are great, maybe add something that allows the player to create a boss

Toads are great too, but better allow the player to choose a sprite from the game and make it talk to the player (exclude sprites like blocks, trees)

Star Coins! Yay! (But Star Coins really make no sense in the LD because it wont do anything)

More wall tiles as well, perhaps you can make a darker version of the solid tiles as a wall tile, like in EE

Thats all I can suggest

Mario was trapped in the ancient castle of histories and memories, the past were recorded in the secret chamber of the castle, by entering it will loose the memory cells and release the memories inside, which will bring whoever in the room to past and present, or possibly the future. mario was accidently taken to the past, and will have to find the secret chamber in the castle to return to the present, however, he have three puzzles to solve. that is DOUBLE VISION CHAMBERS

We want it, but it isn't an actual in-game feature, which is what we're talking about here. It still sounds cool...

How about this: Doors with keys, like in Boo's Mansion.
