Way to put SM63 on a new site (With Runouw's Permission)?

Is there some way to put Super Mario 63 on a new site? I mean, with Runouw's permission?

I'm sure there is a way. I mean, Runouw had to get the game on the site, so I'm sure anybody could. But to the best of my knowledge, three sites legally have it (and at least one more that I'm aware of), so I think that that's enough, don't you?
