My idea would be that when a level is viewed on the portal, what you could do with it would be limited. Things like saving, where you get the code, would be closed off when on the portal. But, then you would have regular control where you just copy-pasted a code to view a level from the forums, or just started a design. Levels that were posted to the portal would be impossible to steal.

Yeah, just one hole I noticed, it would be possible to steal from the forums, but not many stealers even visit the forums in the first place.

My opinion: Make it so when you select the level in the portal, you jump to gameplay right away, without taking you to the level designer.

in my opinion, to edit or post a level of the same code of someone's level u will need a password assigned to it. just like EE.
only people with permission can edit or post a level with the same code

It won't work. Even without the code, you can play the level, copy the level code in the level designer instead of the website and still steal it.

Well, Sax gave me an advice. I don't know if it's a good idea to say it here, 'cause thief could see it, but here it is: Put, somewhere in the level (ANYWHERE, but it's better if you hide it a little, like for example at the right bottom corner) a sign, saying: "THIS LEVEL HAS BEEN MADE BY STAR KING AND STAR KING ONLY." There you go! Mods can verify if the level has been copied!

Sax, that is the best idea ever!

Additional advice. When doing this but the sign behind some tiles. The default view of the designer puts items behind the tiles, so the sign would be harder for stealers to find, and thus when the level is stolen, the higher the chances the sign will be there.

But, most level stealers wouldn't even look.

Eventually, stealers will find the sign, and they will know where to look and then delete the sign.

The portal should have a program that can find two levels that are exactly the same as or at least very similar to each other and delete the more recent one unless they are both by the same author.
