There are rules, such as laggy levels, abuse of enemies, cutoff, or a clear lack of effort, but if you use your own judgement and decide what should fit on the portal and what shouldn't you'll be fine. You already already comparing your own levels to others to judge quality, and that says a lot. The level moderators are extremely lenient in levels.

Go ahead and post. Don't worry about your levels being bad or anything. The community here is usually pretty helpful in letting you know what's good about your style and what you can improve on. The current top designers here started out just the same way as you.
