He simply means die on Wet Dry World, Mission 2. When you revive, somehow the Shine Sprite turns yellow, allowing you to collect it without getting the Red Coins.

Well, that mean it will not work in other water, or another mission in wet-dry world or LD?

Only works on the second Mission of Wet-Dry World and nothing else.
