He simply means die on Wet Dry World, Mission 2. When you revive, somehow the Shine Sprite turns yellow, allowing you to collect it without getting the Red Coins.

He means, it only works in Wet Dry World!

Only works on the second Mission of Wet-Dry World and nothing else.
