Need help keeping Bully in spot until I reach the location.

I'm a very big fan of Super Mario 63. I've finished one complete series and am now working on a new one.
But something confused me. I had a Bully sitting in a square area so that when I reached his hiding spot, he would fall out and I would fight him. But instead of staying there, he would always decide to pop out at the beginning of the level and fall into the lava before I got to his location.
Sure it was easier, but he wasn't supposed to fall until I reached there.
So what I am asking? Simple: How do I make an enemy stay where he should be until I reach his area?

I didn't have any problems having the Bully spawn where it's supposed to be, but if you still get that problem, place a level transition before the room it's in, like so:

Level transitions are very useful for reducing lag, so if you don't already use them, you should consider doing that.

What would be easier is if you just spread out the level, instead of stacking it on top. Put a level transition and that way, when you go through the door, the bully will have spawned at that point, making him appear when you enter that level section.

Yah, but if there were lava there, the bully will bounce very high, so he should add higher, also, I like making the timer-wall (use switches and orange switch controlled tile) to make it. If he can, I suggest he make the top of the wall, to make it more beautiful.
