What I'm saying is don't fret about the amount of bullets on screen when, in fact, the only ones you need to dodge are the ones heading directly at you. I'll admit it gets hectic come levels 16-20, but my main strategy is to
a) ALWAYS keep your eye on the character when there's a ton of bullets heading for you. And keep the shoot button going.
b)Move slowly. Remember, your hitbox is only one sprite. Essentially the hitbox can also be counted as your mouse when the character rests on it, so try and move focusing on dodging with your mouse, which is easier the slower you move.
I dunno, maybe you do suck.
Which character and control scheme are you using? I use almost exclusively No Legs and keyboard, because No Legs is a beast and the mouse, well, is just terrible (for me, anyways).
As said, I use the mouse. It's just easier for me. Also, my main guy is Matt, but my primary method is to switch it up if I notice that one guy isn't doing so well in a level.
