This forum is for FLASH PLAYER GAMES. What it means? It means that this games are not EXE but SWF, in other words they can be played inside the browser on Newgrounds, deviantART, dropbox, etc.

The program with was used to make Mario Builder is called GameMaker, we found this out because GameMaker is an yoyogames.com product [you linked us to yoyogames.com sandbox]. GameMaker is used for creating games and saving it as EXE.

You can even make your own game.
Much more features than SM63 level designer but the thing is most of it is old, like the graphics are from the classic games and lots of it is from Super Mario Bros. 1, 2, 3, and some other really old games.
