In the behavior, click on the sound option. Drag the "Play - Choose Sound" option across to when you want the sound to play (so if you jump, or you're walking, or you hit an enemy etc). Click on choose sound, and then on the sound you want to play. Afterward, click on "Attach to actor" and go to the actor tab for the character you're using. On here, if the sound isn't already selected for the behavior, choose it from the drop down menu. It should now play the sound when you wanted to.
If it does not play the sound, there is something wrong with your behavior.

Buff is right, but I suggest this:
Go to sounds, click the dotted square saying "Click here to add new sound", then import a sound file.
Next, go to behaviors, select Sounds, check "Scene Behavior", name it to anything you want, select Sounds category and click Create.
In the palette, click Sound. Drag "loop [Choose Sound] to the create block in the top left, click Choose Sound and select the sound.
Now click the "Attach to Scene" on the top right and select the scene of the level you want the sound to play in.
Done.
