Trying to understand where this JAL command is going.

My motivation right now is... well, first...
I hope the image loaded on your side.
I highlighted what has me confused. I'd change "0CC0" into "0C00," but then I think it would jump to a completely different address? What's even changing? (I don't know if it's important to mention, but the "3" would be taken off if done so.)
Two lines above the JAL command is something to do with a particular enemy's behavior change rate (if anybody calls it that). I'm interested in what I could find if I follow where the JAL leads, but yeah.
If I have any experience at all, it comes from changing values and looking out for anything different. You could call me patient above anything else.
