Yes. A music-making flash game. You click "Compose" at the top to make music. Then you decide what size or whatever you want the game to look. Then you pick instruments and make music.
You can also discuss others' music. There's a lot more there, too. I don't know too much about this site, though, so don't ask me for help.

Tried this a while ago on Newgrounds. It was very interesting, although the fact that you couldn't import music was a let down. Since this is obviously a site dedicated to this "game", I'm sure it will be more user-friendly.
