I think that the "WHAT?" sign could be some sort of decoder.
I noticed in the "Summerween" episode that "What?" has been said for about 23 times.
Summerween is the 12th episode.
The numbers of "What?" in each episode could mean something.
So I guess the hidden code could something like this:
?-?-?-?-?-?-?-?-?-?-?-23-?-?-?
Also, if "What?" has never been said in an episode, it could be a "space" to the hidden code.

To me that seems a bit too much out of the ordinary for something to decode. Maybe it could be possible, but how could the team keep track of that and yet go by the script? Then again, anybody could say the word, plus it wouldn't be realistic - not even for a cartoon - to have an intangible word being said a number of times and at different, also intangible episodes together, which are only recognized by the viewers, all to come together and it somehow make sense to work after looking at that prop on a building, called the Mystery Shack, saying something related to it and somehow notice that it could be a sign for a clue to use an already-used-for-something-else-for-fun decoder that isn't even thinkable to be related to it without taking wild guesses on anything in the show.
