You know how there are flash games?
Well, there's a ton on Kongregate, and one of them allows you to draw avatars roughly the size of all these.
There is only one tool. A drawing one. You can use a drop-down box to change it from Pen to Eclipse to Box to Line. You can change the color, transparency, the size.........
and that's about it.
The whole process I use a mouse. Not one of those fancy smanchy tablets or high-tech art programs.
Just me and my mouse. Biznaetch.
