Semantics is the meaning of the sentence derived from its words and construction. I'm not sure if this also holds for general grammar and linguistics, but that is what it means in computer programming. A semantic error is when all of the components of the phrase make sense by themselves, but mean nothing at all when put together in that order. (This is different from a syntax error, which is, put simply, a typo.) For example, in the sentence "Why is a mouse when it spins", each individual word means something, but when put together in such a way, it is just plain mumbo-jumbo. As you can see, Brandon's sentence there made no sense whatsoever, so I said that his sentence needed more semantics, or meaning.
I think I just knocked off both of your questions in one go. : D
