I highly doubt anyone would have the willpower to create 3 good levels simply for the sake of causing a minor inconvenience for a small website like ours. <_< And if that particularly determined troll does come around, or if a good member goes renegade, the chances are rare enough that it's worth it to not have to approve every single level.
An even better solution, I believe, is to set an upload limit, say, three levels a day, for each user. Now I don't know about you, but I'd say it's pretty dang difficult to complete three well-made levels on a daily basis. In fact, I'd say if you ARE submitting more than three levels a day, chances are, little effort was put into them, they suck, and they need to go.
Right now, the best method to me sounds like this: Max three (or some other number) levels per day. First level is allowed through. Second and third require approval.
Most "good designers" would only need to submit one a day. If second and third happen to be spam levels, the first can be easily found and deleted. Easy?
