when you have the tile menu open, look at the bottom of it.

There are two buttons: "Select" and "Erase". First, select the tiles you want to turn into moving blocks by ticking the "Select" box and marking the tiles. After that you have to click the symbol next to it with a block formation and two arrows. Click on it, you should now have a moving block.
