Server help!

I'm setting up my server as of now, and I need a spot of help...

Some servers I join allow people to claim objects, such as a block or house, so that other people can't destroy them. I want to know how to do this; I can't find the topic on the official MC forums for something like this. I want to make the spawn point indestructible so that people can't break it down.

Speaking of spawn points, how do I set a specific spot (such as the inside of a house) as everyone's spawn point? I'm trying to build a safehouse of sorts that people spawn in so that they won't get killed outright.

I also want to know how to make people admins, or to make myself 'owner' of the server. I know how to make myself OP, but I'm not sure if that constitutes giving me 'owner' or admin status.

Also, if there are any good copy/paste programs (that allow me to copy and paste stuff I build), please tell me here! Thanks!

Bukkit won't work with Minecraft 1.2.4. I've tried numerous times to log on to my server from there, and I kept getting an outdated error message. Apparently a version for 1.2.4 is in the works.

Beta Version is too unstable for me to use right now.
