I checked out the tweets, and he stated that if you dual weild tools or weapons, like a sword and a pickaxe, you are not able to hit or mine with them. Because the right click is stated as using items, you are not able to swing a second sword or pickaxe. So, real dual weilding would be an item like a sword in your right hand, with something like ender pearls in the other. So that way you can left click to swing, and right to throw an ender pearl.
