I usually don't have an order, but I do have recurring themes:

If I have a non infinity bow, I like to have my arrows on my hotbar as well.
I put my torches next to my pickaxe.
I usually always have a sword on my hotbar.
I like to have a stack of cobble/dirt and a stack of wood on my hotbar.
I only keep one stack of food on it, cookies don't count.
I keep a bone sometimes on multiplayer to rub my 'boner' on them.
Any other tools I may require may replace less important items, such as blocks.
If I'm building things I keep an ace, a pickaxe maybe a sword and a bunch of blocks on it.

2 days short of a year bump but whatever. I assume everyone's sort of changed their layouts by now. Mine:

1: Primary tool of choice (usually diamond pick, a hoe, or an axe)
2: Sword
3: Pick
4: Shovel
5: Secondary tool/block of choice (almost always an axe, sometimes a block of some sort)
6: cobble or whatever else
7: water bucket when I'm mining, otherwise basically anything
8: torches
9: food

2: Shovel
3: Axe

5: Bow
6: Torches

8: Water Bucket
9: Building Blocks

[5, 6 empty in case I need extra tools or blocks]

In light of a recent experiment, I believe I have devised a new hotbar layout. Until this experiment I never understood why some people put their pick and other tools before the sword (for example Pyro). The reason is, how often do you use your pick versus your sword? A lot less, right? The game is called Minecraft after all. I can see the reasoning for both sides so I'm not going to argue against either, but I just wanted to throw it out there that I figured that out and explain my new hotbar layout.

EDIT: Slight change, putting my sword and bow first again. I'm just more used to that, but I'm keeping my pick and shovel up close for easy access.

New Layout: show
1: Sword
2: Bow
3: Pickaxe
4: Shovel/Axe
5: Blocks
6: Blocks
7: Food
8: Bucket/Flint and Steel
9: Torches

I'm not done though, I'm curious about something else. For those of you who play DvZ, do you have a specific layout? Obviously it's going to be different since DvZ is a hell of a lot more combat-oriented than normal Minecraft, plus Raz mentioned the subject to me earlier on IRC and it got me thinking. Perhaps I could use this knowledge in the future?

Mine is pretty unique compared to other people's. I don't think anyone has the same layout as mine.

I just now noticed that you have an extra set of diamond armor in that DvZ inventory. Is that some sort of gravedigger or patron benefit?

No, it's pretty much common knowledge to have a second set of armour if you're focused on meleeing. Or having an extra set in general.
