I've put together a guide for the Kanto and Hoenn Starters. Here you go!

1. Get all 16 badges
2. Climb Mt. Silver
3. Beat PKMN Trainer Red.
Now this is where we change routes. You have to go to two different ways to get the different starters.

KANTO STARTERS
4. Go back to Prof. Oak's Lab.
5. Talk to Oak, he will tell you to pick a starter.
6. Choose your LVL5 Bulbasaur, LVL5 Charmander or LVL5 Squirtle.
7. Congratulations! You now a Kanto Starter From Prof. Oak.

HOENN STARTERS
8. Head to Saffron City.
9. Go to Silph Co.
10. Talk to Steven, by the counter, (Just for you Pokenewbs, Steven is Champion in Ruby and Sapphire)
11. Steven will give you three choices. Red Stone (Torchic LVL5), Green Stone (Treeko LVL5) and Blue Stone. (Mudkip LVL5)
12. Pick a stone for your new Hoenn Starter!
