How do you know that Nintendo haven't already made them all, just not announced them?

So we really had 700+ Pokémon a long time ago. Because Nintendo probably made all of the Gen VI Pokémon a while back.

JS but Gamefreak does all the work, not nintendo.
Knowing gamefreak, (and slightly nintendo) They probably started working on these pokemon as soon as b/w2 or even b/w came out.
