199 Pokemon down, 1 to go...

I've been playing a lot of my Pokemon Ruby lately, and, having just evolved a Combusken into a Blaziken, I now have 199 Pokemon. I only need one more, and I can't figure out for the life of me how to get it:

MILOTIC

I spent a great deal of time trying to figure it out on my own (instead of looking it up like I did Chimecho), and here is what I've deduced so far:



-Milotic comes right after Feebas in the Pokedex. This suggests that Feebas evolves into Milotic somehow.

-On the GTS (in the DS games), I could find people offering Milotics with levels as low as 2, but no lower. This suggests that while Feebas doesn't evolve by reaching a specific level, the level-up process triggers the evolution. There must be some other condition I need to satisfy while Feebas levels up in order to get Milotic.

-Feebas is similar to Magikarp in the moves it learns and in stats, except that Magikarp has really high Defense, while Feebas has really high Special Defense. Therefore, Milotic (evolves from Feebas) may have a connection with Gyarados (evolves from Magikarp).



Here are some of the things I've tried that apparently don't work:

1. level-up Feebas on the route where it was found
2. level-up Feebas in the EXACT SQUARE where it was found (fighting another Feebas)
3. level-up Feebas with a Gyarados in the party
4. level-up Feebas while it's holding a Mystic Water
5. level-up Feebas while standing on my head and reciting the Pokerap backwards (okay, I never tried this, but I think we can agree it probably won't work)



I've made this post because I ready to give up and find out the answer, but I also want to know how close I came to figuring it out. So, if you know the answer (or you want to give just a hint), post a reply!

Lawl, you need to Max out Feebas' beauty levels. With Pokeblocks or whatever.
