This was a sloppy excuse for a level. I could tell you spent 1 minute making this. First of all, why is there grass with the fire castle background? Second, there were tile cutoffs at the edges of the level. It was too easy to beat. =[ You can do better.
Giving this a 1.

This level is too bad. First it is a castle backround with jungle tile. Then the green platform was too quick that Mario can fall. I should really tell you that the nost important is that you must put lots of flames and thwomps to not make the level look plain. And the tiles must be evil brick,it can be found on castle tile. The items must not be floating like the button or the pipe. Read this:

This category judges the scenery of your level. Is your level beautiful, or is it really ugly? Is the decoration well placed, or are there floating items everywhere? Did you place the tiles in a beautiful way, or do they look plain boring?
Miscellaneous: 5 points out of 20
This category judges everything else about your level that was not included in the two categories above. In this category, you start with 3 points, and then the judges will add or take points for things you have done right or wrong.
Is there lag, or spam in your level? Is there too much loading time? Is there a really nice detail the judges liked about your level?

That way it could make your level high rating or low rating. Two stars. Needs improvement.

Oh noes!
This level is pretty bad. Sorry if it was your first level.
Tiling: 2/5 (Some of the tiles is not in the good background. You need to use bricks for castle background.)
Item place: 3/5 (An floating switch in a penguin? What is that?)
Ennemies: 1/5 (Not much ennemies, just Bullies and Goombas)
Glitches founded: 1 (when jumping in the flying penguins, you can go in an penguin and be pushed off: Penguin Slap: Code U-9982)
Score: 2/5
Ok, but work more next time.

It's fairly obvious you're a new designer, so I'll try to help you.
Don't worry, everyone starts somewhere. My first levels were absolutely atrocious.
But anyway, I would like to refer you to this guide. There are also plenty of "how to make a good level" videos and levels themselves.

Basically, I would make the tiles match up with the levels themselves, remove cutoff and make sure the level is... uh, beatable. You can also take inspiration from other levels.

Either way, I won't rate because that would be unfair, just don't post more levels like these to the portal until you have more experience. Sorry.
