This was a good level. Only a few things I didn't like.

First, there are way too many Bullet Bills.
I get it, the level's about Bullet Bills, but there is no need for such a large amount. It made me lag, and it's also annoying to dodge all of that.
It doesn't make the level a lot harder, but it makes it a little harder.

The level also needed a larger variety of scenery - often you put two or three of the same item next to each other for scenery, and that doesn't look very natural.
The amount of scenery is good, you just needed more variety in what scenery you made.

The last thing is that the level is kinda short. It's fun, but it doesn't last long enough - your level's like a Starman.

I give it 3/5, because you need more variety. That's the word of the day: variety.
You need different scenery and different obstacles. If you want to use Bullet Bills, that's fine, but you need more ideas to make a level solely about them.

My level Penguin Parable is all about moving a penguin - in the level, you'll see several different obstacles related to that.
Keeping the penguin on a platform, throwing the penguin across pits, having the penguin walk into lava... Multiple ideas all tied to the same premise.
If you don't have variety in your applications of Bullet Bills, it will get dull.

In conclusion, 3/5, add variety and make the level a tad longer. Good show, PM me when you make another one.

I don't know if you've realized this or not,but:
Adding too many chasing bullet bills often ends up with the player hanging on the ceiling bumping off tons of bullets.
