Congratulations on publishing your first level!
I'm Nuclear_Blaze, though you can call me Jordan.
Anyways I'm not here to bore you with introductions, I know what you want to hear from me is what I think about your level so. . . without further delay here is my review:
Since I don't want to come across as being harsh or over critical I'll start off with what I like about the level and finish off with things I think you could do better in future levels to get better ratings.
First off, I like the simplicity of your level- Most people post levels that have stories that encompass them. I'm not saying that It's bad to incorporate a story into your levels I just like that you didn't try to overcomplicate something that didn't need to be complicated. This level lives up to It's name, 'The 3 Silver Stars of Koopa Hill' This level does have a hill in it though It's not that big, and it has 3 Silver Stars which is another way this level is simplistic.
All right now for the not so good stuff- In multiple areas there are places where the tiling just seems to stop abruptly (ie. Rocket FLUDD area) this is what most level designers call cutoff. Cutoff is a minor graphical issue which can easily be fixed in any and all circumstances, Tiles are composed of a number of finished sides. The finished sides of tiles are meant to be used as a border to make stuff look more appealing. In future levels try to keep track of if you have finished sides as a border or not. You also have some water cutoff in your level which is the same as cutoff with tiles except of course It's with water and can be fixed by adjusting the length and depth of the water to fit the area It's in.
That's It, I'm done with my criticism, I hope that you found this review of mine useful.

I'm agreeing with this except that cutoff is definitely not a minor thing. Especially if this shows in many areas, it makes the whole level look unappealing, and exactly because it's easy to fix, it's quite a pity. There are also situations where it can be a bit tricky, e.g. with the breakable blocks. There it's probably best to put bricks next to them, as bricks have all edges finished.

The water thing (that it moves up half a tile and therefore you need it to place half a tile lower) isn't something you can know already of course, yet you can find it out by testing your level. Playtesting a level from the start to the end is way more important than one may think.

Furthermore, you could have added some décor (almost always important to make a level look good), and make the level simply larger in general, and put a bit less enemies close to each other. It's an okay beginning, so just continue growing with this advice.
