There's a small flaw in the level. Normally to reach the Shine Sprite, you need to grab a Metal Cap Star to finish the level. However, since even a defeated Bullet Bill can destroy blocks, all you need to do is lure a Bullet Bill from one side of the screen to the area above the blocks, and then defeat it to get the sprite.

In fact, you don't need any Bullet Bills at all. If Mario stands on the rock next to the blocks underwater (when his sprite is "tilted"), you can break the blocks with a spin attack. The solution is to avoid Mario's sprite tilting (using flat ground next to the breaking blocks). That's the only flaw, everything else was great, including graphics.
