Seeing that there is no comment or rating here, I'll give a rating and my opinion on this level:
Pro: I feel this boss fight is rather well made in that there is a good flurry of attacks flowey throw at you and the attacks cover the fight arena pretty well with no obvious blind spots and that every time you get killed you don't really feel the kill being "cheap". The timer for you to survive is quite painfully long, but does well in conveying that sense of helplessness and little faith in winning that you feel in the actual fight in Undertale. Though I didn't manage to finish the fight without cheating as I just can't seem to dodge the green bullets without taking damage. Also the recreation of Omega flowey using tiles/items look neat, though the red coins for decoration are hidden behind the clouds when actually playing the level so you can't see them. Maybe add them after you've added the clouds.
Con: Now this level feels too short, even for a boss fight, not in terms of actual playtime but the content of the level. Although I'm guessing you didn't plan to make a very long battle anyway, the fight basically just involve finding a reliable pattern to dodge the attacks and keep repeating it until the timer runs out. Furthermore, there isn't any dialogue, no story line, nothing new or interesting that's been added to the material you're working with. Which is perhaps a lost potential there.
Suggestions: I do suggest introducing more phases and variety to the battle, as the battle in the actual game have there properties. Maybe let player progress further into the level when the timer runs out, which leads player to a different area where flowey uses a different set of attacks. Or vary up the attack patterns with some one-off attacks that aren't used for the rest of the battle or attacks that don't come until later in the fight, so the player can be thrown off their pattern of dodging.
I give this level 3 out of 5, there's nothing extraordinary about the level, but what the level does have to offer is pretty nice.
