It seems some people overestimate the new portal.
It's not there to increase the average quality of actual levels, but to remove rule-breaking levels more efficiently and to link the LP to the forums.
In a nutshell:
Levels breaking the rules (tons of cutoff, no effort, sign level, glitch level...) -> NUKE
Bad level (a bit of cutoff, recognizable effort) -> STAYS

How about "How to make a nice level" Level? Do they consider as Sign level?

If it's even just a small update level, you need to add some d4ecorations to it or something!
If anything, I would actually keep a sign level if there is some decent terraforming and decoration, if not, it gets the boot.
If it has horrible cutoff, it needs to go.
If it has no effort, you completely nuke it.
If it's a glitch level, OVER 9000 of of 10 will get deleted, unless it's fun like Glitch Castle.

So, wait… Is it fine to repost old levels in the new portal?

I still wouldn't post old levels that have already been posted. Instead I'd put them in my profile or a separate blog or something so that people can copy/paste the code. It keeps the portal open for others, because if someone feels like re-posting an amazing level that got rated highly, others might feel a bit cheated because of that. That's just my way of doing things though.
Although...I don't have enough levels to do this, and they're not popular at all. It's just my plan for the future (if any), and I think it should be used by a lot of level designers. And I think it already is.
