Gold tier
Silver tier
Bronze tier
Honorable mentions
And then maybe just some people with potential after that.

Yup that's pretty much exactly what I had in mind, with honourable mentions un-numbered (I assume Nan's idea is also the same, but with the honorable mentions numbered? He ninja'd me earlier which was why I added the bit about numbered versus un-numbered in my last post)

Or you could make 1-10 Gold, 11-20 Silver, and 21-40 Bronze.

You could also have cooler names for the Tiers instead of the typical Gold Silver Bronze stuff. I mean, this is an SM63 Tier List, let's throw some Mario references in there! :P

I dunno, it could be...
-Mushroom, Flower, Star, Special (Mario Kart reference)
-Yellow Coin, Blue Coin, Red Coin, Star Coin (SM63 items)
-Toad, Peach, Luigi, Mario (Mario characters)
-Goomba, Koopa, Paratroopa, Magikoopa (Mario enemies)

I can come up with more ideas if you want :P

I actually love these suggestions. There's a part of me that really wants to let you guys take over a bit and rearrange the topic to something more interesting.

Okay, this is the occasion to tell that ~1 or 2 months ago I was already thinking of a potential separation between active designers and honorarys, since it still seems to be perplexing that 24murph still takes 6th place though nothing came from him in more than 5 years. First off: What is an honorary or retired designer? I'd suggest it should be someone whose latest work lies at least 2 years back. Then, I consider 30 active places (without the honorarys) as too much, at least if you even want to leave potentials then. I've tried to flip through the most recent notable works and for filling up 30 spots I had to reach until mediocre portal-only designers who mostly get 3 star ratings average. Then again, with only 20 active spots there would be too much of a rat race, so I'd say 25 active people should be the right thing if we really want to split it. Then we can also put up 4x6 or 5x5 tiers with respective references, while I prefer the coins at most.

Also OJ this doesn't mean that the Tier List would expand divergently. When a new honorary is put in at the next update, the one on the lowest spot just falls out, and if a honorary becomes active again (Ven, Veso), we would have to find another one to fill the gap or just shorten the honorary list.

Any particular reason some of these retired designers are still up here or are up pretty high still?

Theoretically it's because the effect they had on design still lingers today,last I checked, despite their inactivity

Also, Shroom, my entire point with introducing the Honorary system was so that we could recognize everyone who was once on the board due to their great influence but was knocked off by other emerging designers. It wouldn't have a limited number of slots; instead, we'd just add people as newer people come and push the old ones off, and possibly if they have a resurgence, put them back up on the list. I wasn't really thinking of it as an entire separate tier, just a place of recognition--hence the name, honorary. In actual real-life contests, honorable mentions aren't numbered. So one part of me likes the fact that you defined the criteria for what it means to be "retired", but at the same time I don't think that should be a restriction; if they actually had a major influence, they should definitely remain on the top 30 list, for the reason MoD mentioned above.

I guess that, with the amount of customization that fulltables allow, the tiers barely even need a name anymore.

The objects/characters that Nan listed can also add to the formatting. I haven't seen anyone using any background patterns on fulltables, and I'm sure a discreet pattern would fit in well here.
