I'll try to explain.

Say you have a designer who is making a cool Forest-themed level. Then a LDC comes out and the theme is Forest. The designer really wants to enter an LDC and show what they can do. But the designer can't use the level they've already made for the LDC, because that's against the rules, and it's too hard to make two completely original forest levels in a row. This is frustrating, and they'll probably end up not making a level for the LDC, and might even be discouraged from finishing the original level. Later, the designer might think, "I'm gonna make a cool Desert-themed level!" But they'll remember what happened in the Forest LDC, and be worried that a Desert-themed LDC is coming next. So, they'll put off making a Desert level until there is a Desert LDC, which then never happens. Thus no levels are made, no contests are entered, and one designer is very unhappy.

Speaking of unhappy designers, I really need to start working on a level...

Yeah... sorry about that. :p

I realized it was a bad explanation after I wrote it, but I was in a hurry and didn't have time to edit it.
KABOOM explained it very well though.

SM63 won't die, as popular as LL may become on Runouw.com, there are still me and many other mario fans that will continue using it.

I'm personally not working on LL yet because I want the level designer to be finished first, or I wouldn't feel comfortable about working for it.

There's also some peopl that like simpler things. LL is very complex once you start really using it (I can't use triggers very well yet).

Agreed. While it would seem there is only so much that can be done with the SM63 designer, that's also a huge part of what makes designing levels so fun, especially seeing how far we can take it into new areas not explored before. There will always be something that nobody's tried yet, and I think that's awesome.

Most problems arise not when creating levels, but when sharing them, especially in the current setup. I feel there isn't as much incentive to post levels to the portal as there is to submit an LDC entry.

Also because SM63 is so limited, it gives me this highet sense of achievement if I make something epic for it. That's why I personally love it. :3

However one day I will probably start learning LL to the same level soo, not to worry.

^If there were a "100 thumbs up" button I sure would click that.

Also the lack of SM63 LD designers are discouraging me to design more levels *sobs pitifully*

I honestly don't see how the "it's not finished" thing works. Whatever. Minecraft was still awesome when it wasn't finished.

Also just giving my two cents, but what MP3 said about sm63 being so limited, making something epic for it seems more accomplished. I tried that before, it does not work. Maybe it's because I've been playing so much LL, but I just cannot find any level epic, I tried to find a level I liked but I just don't enjoy them in comparison to any LL level. Don't hate me for this.

Oh, the unfinished thing is just a personality thing of mine. I'm not ashamed to say that I'm a perfectionist...and by that I mean, wanting my levels to have the most that they possibly can. If SM63 was announced as unfinished I don't think I would have gotten into it so easily. But because Runouw announced it as finished as far as I could see when I joined, I felt comfortable enough to use it to the fullest, and then when he released the thwomps and flames it just felt like an awesome addition.

Honestly I've been the beta tester of many many games before they came out.
Wizard101
Pirates101
All other kingsisle games if they have any.
Minecraft
TF2 (it counts sorta, tf2 beta :3)

And I just think it's fun to watch a game get better and better as you play.
