The only one that exists is the horizontal one which is actually vertical.

So, how can I make the other one? (Vertical or Horizontal, horizontal is like a line from side to side and vertical is a line going up and down, so it should be vertical and then horizontal)

Apparently there is no solution to this problem.
You cannot rotate a level transition unless it is disabled,
but when it's disabled, it loses its ability of itself.

As Mario said, it's actually impossible to make a vertical transition. Looking at your problem though, I suggest that instead of making the sling star launch the player into a new transition, you could make it just launch the player into a higher point without changing transitions.
