Because if you look at how many people post in the off-topic section, compared the the entire rest of the forum, you'll notice that there's a slightly big difference. 
And, this makes sure people have no true motive to spam like mad in the off-topic.

Okay, thats cleared up. Another thing I noticed is you cant do polls in the LD forum.

Well probably because it's a Level Designer forum. Not a polls forum.

Actually, we can't really change the coding/PHP or anything of the site. We only have control of what users post, and such. Runouw's the only one that can morph the site to his liking.
